New approaches are being introduced to ensure employment, involve the population in entrepreneurship, and increase incomes. Presidential Resolution No. PQ-12 "On measures to ensure employment and reduce poverty in 2025" was adopted.

According to the resolution, a program for ensuring income-generating employment in 2025 and its target indicators were approved.

In 2025, within the framework of the program, responsible organizations were assigned to provide employment for 5.2 million people and engage them in income-generating work.

During 2025–2026, in Namangan, Tashkent, Khorezm, and other regions, ready-made business projects will be implemented in the poultry sector, including modern slaughterhouses, refrigerated warehouses, processing of products and waste, breeding pedigree chicks, and producing poultry products under the cooperation system.

In 2025, with the involvement of members of low-income families:

Forests consisting of industrial, ornamental, and fruit trees will be created on 20,000 hectares of forest fund land, nurseries will be organized, and projects for growing medicinal plants will be implemented;

Pilot projects for growing Broussonetia trees will be implemented on a total of 100 hectares.

From July 1, 2025, members of low-income families who provide information about the trees they have planted on the "Eco-Active Citizen" platform will receive a subsidy equivalent to 1 BHM for every 100 trees planted on forest fund lands.
