The Legislative Chamber of the Oliy Majlis of Uzbekistan in the second reading discussed the draft law on the protection of consumer rights, which provides for the introduction of a penalty for delaying the delivery of goods. If the draft law is adopted, sellers who do not transfer the goods to the buyer within the agreed terms will be obliged to pay a penalty.
According to the draft law, if the seller does not transfer the goods to the consumer within the agreed terms, he will be obliged to pay a penalty not exceeding the value of the goods themselves. At the same time, the seller is not exempt from liability for losses caused to the consumer due to a delay in delivery. However, if the seller proves that the delay occurred due to the fault of the buyer, the penalty will not be accrued.
The adoption of the draft law is aimed at strengthening the protection of consumer rights and creating additional guarantees for the fulfillment of contractual obligations by sellers. Deputies approved the document in the second reading and further consideration will continue.
