Mechanisms for Implementing Investment Projects Will Be Improved

By June 1, 2025, the automated information system "Control and Monitoring of Investment Project Implementation" will undergo an expert review, and a special information portal will be launched for conducting electronic procurement within projects funded by international financial institutions and foreign government financial organizations (IFI/FGFO), transitioning to digital procurement procedures.
On February 11, Presidential Decree No. PQ-51 "On Additional Measures to Improve the Mechanisms for Preparing and Implementing Projects with the Participation of International Financial Institutions and Foreign Government Financial Organizations" was adopted.
According to the decree, the following target indicators have been set for the implementation of projects with the participation of IFI/FGFO in 2025:
utilization of funds attracted through state-guaranteed loans;
utilization of funds attracted through non-guaranteed loans;
assessment of the feasibility of implementing prospective investment projects for a specified amount.
To achieve these target indicators, an Emergency Headquarters for working with investment projects involving IFI/FGFO and its regional branches will be established.
The practice of creating project implementation groups for IFI/FGFO projects will be phased out starting from March 1, 2025, with all their functions transferred to the relevant divisions of the Project Implementing Agencies.
