Mladenov: Large-Scale Reconstruction of Gaza Is Unlikely to Start Soon

Large-scale programs to restore and reconstruct the Gaza Strip are unlikely to be launched in the near future. Nikolay Mladenov, High Representative of the “Board of Peace” for Gaza, said the humanitarian situation in the enclave remains extremely difficult.
“The people of Gaza are living in extremely difficult humanitarian conditions. We are still far from the beginning of the process of restoring the Palestinian enclave,” Mladenov said.
According to him, international participants need to accelerate preparations for the reconstruction of the Strip. Mladenov said the “Board of Peace” had already received commitments from a number of countries, but the available resources and conditions remain insufficient to move to full-scale reconstruction.
One of the key tasks is to create conditions for the delivery of construction materials needed to restore destroyed infrastructure and homes in Gaza. Mladenov had previously also called for the Israeli forces to withdraw from the Strip as soon as possible.
At the same time, financial support for reconstruction is gradually taking shape. On August 28, Mladenov said the “Board of Peace” had received pledges of around $7 billion for the reconstruction of Gaza. However, the timeline for the actual launch of large-scale construction work remains uncertain.
The situation is also complicated by the lack of progress toward the next stage of the ceasefire arrangements. The agreement between Israel and Hamas reached in October 2025 with the mediation of Egypt, Qatar, the United States and Türkiye provided for a phased cessation of hostilities, the release of detainees, the withdrawal of Israeli forces and subsequent reconstruction of the Strip.
The transition to the next phase of the arrangements has not yet taken place. The reconstruction of Gaza remains linked to unresolved issues concerning security, the withdrawal of forces, governance of the Strip and the disarmament of Hamas. Mladenov previously described the movement’s refusal to give up its weapons as one of the main obstacles to advancing the plan.
