"Namangan" Special Export Zone to Be Established

In order to accelerate Uzbekistan's economic development and enhance its export potential, a new special export zone – "Namangan" Special Export Zone – will be established in the Namangan region, in accordance with the Presidential Decree (PF-41). This project will create new opportunities for local manufacturers and facilitate their entry into foreign markets.

According to the decree, the Ministry of Investments, Industry, and Trade has been designated as the authorized body for managing special economic zones in Uzbekistan. This ministry will not only oversee the special economic zones but also coordinate the activities of zones transferred to private management.

Additionally, the management of industrial zones has been assigned to local executive authorities, while their operations will be coordinated by the Ministry of Investments, Industry, and Trade. This approach aims to increase the efficiency of industrial zones and create a more favorable business environment for local entrepreneurs.

Starting from June 1, 2025, participants in special economic zones will be able to import raw materials, components, and materials without paying customs duties. This measure will facilitate production and export activities. These goods can be placed under the customs procedure of "processing within the customs territory," providing significant advantages for manufacturers.

Furthermore, until January 1, 2028, the directorates of special economic and industrial zones will pay rental fees for leased land plots at a rate of 1% of the calculated land tax amount. This policy will help reduce the financial burden on zone participants and enhance their operational efficiency.
