A separate law on the status of crime prevention inspectors is planned to define their rights, duties, liability, service procedures and performance assessment. Administrative liability for obstructing an inspector&rsquo;s work is also proposed. Inspectors are expected to receive the authority to issue warnings for 17 types of minor administrative offenses committed for the first time. They will also be able to impose administrative penalties for four types of offenses related to road safety on streets and sidewalks in mahallas. In addition, inspectors will be authorized to consider nine types of administrative cases currently handled by heads or deputy heads of district and city interior agencies. Their priority task will be to increase public trust and curb crime in their assigned areas. They should not be given additional duties unrelated to their professional responsibilities. A &ldquo;no-confidence initiative&rdquo; based on public voting will also be introduced. In certain cases, it may lead to disciplinary measures, including dismissal. A unified information system is planned by August 1, 2027. It will maintain lists of people in risk groups and register individual preventive measures. Citizens will be able to submit applications, complaints and reports to inspectors in real time through the &ldquo;Mening inspektorim&rdquo; mobile application and evaluate their work. If there is no prompt response, the request will automatically be transferred to the &ldquo;112&rdquo; system. From November 1, 2026, patrol and security units will respond promptly to reports of crimes and incidents received through &ldquo;112&rdquo;, including incidents in residential buildings. Patrol routes will also cover internal mahalla streets. Traffic police will receive certain additional powers to maintain public order. Youth crime prevention is another focus. Inspector positions responsible for women, minors and prevention at higher education institutions will be transformed into specialized crime prevention inspector positions. Uzbekistan is introducing a new operating system for interior agencies to strengthen public security. Presidential Resolution No. PP-314, dated September 4, 2026, provides for expanded powers for crime prevention inspectors, digitalization of their work and closer coordination between relevant units.

The first five years will focus on academic training, while the sixth year will be dedicated entirely to practical preparation. Graduates will be able to work as family doctors. Shukhrat Boymurodov, rector of Tashkent State Medical University, said around 70% of training is planned to focus on practical skills and professional competency assessment. The proposals were developed with recommendations from Cambridge, Pennsylvania and Harvard universities, with the participation of international and local specialists. Medical training will be aligned with the requirements of the World Health Organization and the World Federation for Medical Education. Admission quotas for medical universities will be based on the needs of regions and healthcare institutions, as well as shortages of specialists. The Ministry of Health will approve the state order for medical fields. The reforms are expected to cover the entire training pathway, from career guidance at schools to residency. Medical colleges will update their curricula, facilities and practical training arrangements, while schools will strengthen career guidance for students interested in medical professions. Training for specialized doctors will gradually be concentrated in residency programs. Depending on the specialty, residency will last from two to five years. Residency will be fully financed through state grants. Deputy Health Minister Adham Khudaykulov said the measure would allow specialists to work while studying, receive decent salaries and devote more attention to their training. The role of nurses with higher education will also be expanded. Pharmaceutical education will be more closely linked to production through expanded dual training and practical classes, including student involvement in drug development, production, quality control and standardization. Medical and pharmaceutical professionals with higher education will also be required to earn at least 50 credits annually, while secondary medical and pharmaceutical personnel will need 28. Credits can be earned through training courses, conferences, online education and professional development at the workplace. President Shavkat Mirziyoyev reviewed proposals on reforming the training of medical and pharmaceutical personnel on September 4. From the 2027/2028 academic year, Uzbekistan plans to replace the “General Medicine” track with a six-year bachelor’s program called “General Medicine.”

According to the Center for Economic Research and Reforms, Uzbekistan&rsquo;s exports to Serbia tripled over the period to $0.9 million, while imports increased approximately tenfold to $11.1 million. In 2025, food products accounted for the largest share of Uzbekistan&rsquo;s exports to Serbia at 47.1%, followed by manufactured goods at 23.8%, chemicals at 4.8%, non-food raw materials at 2.4%, and mineral fuels and lubricants at 1%. Services accounted for 20.8% of exports. Machinery and transport equipment dominated imports from Serbia, accounting for 50%. Chemicals represented 20.1%, manufactured goods 16.8%, food products 4.8%, miscellaneous manufactured articles 4.2%, and non-food raw materials 1.5%. Services accounted for 2.6%. Economic contacts between the two countries have intensified in recent years. In April 2023, Serbian First Deputy Prime Minister and Foreign Minister Ivica Dacic visited Uzbekistan on an official visit. A major milestone followed with Serbian President Aleksandar Vucic&rsquo;s official visit to Uzbekistan on October 28&ndash;31, 2025. Following talks in Tashkent, the two sides signed an Agreement on the Mutual Promotion and Protection of Investments and an Agreement on Economic Cooperation. In May 2026, Serbian Foreign Minister Marko Djuric visited Uzbekistan, with talks focusing on expanding trade and cooperation in mechanical engineering, pharmaceuticals, chemicals, agriculture and other sectors. As of 2026, nine enterprises with Serbian capital participation were operating in Uzbekistan. The total volume of foreign direct investment and loans attracted from Serbia in 2016&ndash;2025 amounted to $2.2 million, compared with $0.2 million in 2024. Rescue teams are concentrating their main efforts on 12 hydropower facilities, where around 900 workers have disappeared and another 500 are believed to remain trapped in tunnels. Rescue teams from India, China, South Korea and the United States are taking part in the operation. They are searching through debris, damaged structures and tunnels at the affected facilities. Australian rescue operations expert Arnold Dix, president of the International Tunnelling and Underground Space Association, described the disaster as an unprecedented challenge. He said several search operations were being conducted simultaneously in different hydropower tunnels, each involving its own risks and uncertainties. Nepal Army spokesman Raja Ram Basnet told AFP on Monday that the rescue operation was continuing at the same pace as on the first day. He said efforts were focused on locating and rescuing people on the ground, from the air and inside tunnels. Dix previously served as a key adviser during the 2023 operation to rescue 41 people who spent 17 days trapped in the collapsed Silkyara tunnel in India.
