The inspection was conducted by the Competition Promotion and Consumer Protection Committee together with the Inspectorate for Control of the Agro-Industrial Complex. The review covered enterprises that had purchased wheat from the State Agricultural Support Fund through exchange trading.

Inspectors assessed production and storage capacity, grain processing and flour output, as well as the availability of required certificates and sanitary-epidemiological conclusions.

Of the 301 enterprises inspected, 49 operate under contracts to process customer-supplied raw materials and do not have their own production facilities. Another 22 enterprises are temporarily inactive, while the operations of six have been suspended.

The inspection also identified documentation-related shortcomings. Forty-two enterprises do not have certificates of conformity, while eight lack sanitary-epidemiological conclusions.

As a result, 127 of the 301 inspected flour producers were found not to meet established requirements. The inventory covered both the enterprises’ actual production capabilities and the documents required for their operations.

Following the inspection, the Competition Promotion and Consumer Protection Committee proposed strengthening oversight of the targeted use of wheat purchased with funds from the State Agricultural Support Fund.

The committee also proposed improving regulation of the sector. The measures are aimed at strengthening oversight of enterprises that purchase grain using state support.
