Putin Proposed Introducing "Temporary Administration" in Ukraine

Russian President Vladimir Putin suggested discussing the introduction of "temporary administration" in Ukraine. According to him, this would allow democratic elections to be held in the country, followed by peace treaty negotiations.
Putin's statement was made on Thursday, March 27, during a meeting with sailors of the nuclear submarine cruiser "Arkhangelsk." Several Russian news agencies and online publications reported on the event.
"In principle, of course, it would be possible to discuss the introduction of temporary administration in Ukraine under the auspices of the UN, the United States, European countries, as well as our partners and friends. This would allow for democratic elections, the establishment of a capable government that enjoys public trust, and then negotiations on a peace treaty could begin with this government," Putin stated. His remarks were cited by the "Interfax" agency.
According to Putin, an administration formed under such conditions in Ukraine would be able to sign "legitimate documents that will be recognized worldwide and considered reliable."
"But this is only one option. I am not saying that no other options exist. However, this option is available, and similar practices have been implemented within the framework of UN activities," he added. Putin cited examples of countries where external governance or temporary administration had been introduced in the past, such as East Timor, Papua New Guinea, and certain regions of the former Yugoslavia.
Ukrainian authorities have not yet commented on Putin's proposal. However, the U.S. government did not ignore the Kremlin's position. A spokesperson for the White House National Security Council stated, "Governance in Ukraine is determined by its constitution and its people."
