Russia and Belarus Sign Security (Nuclear) Agreement

During his visit to Minsk, Russian President Vladimir Putin emphasized that the security guarantees between Russia and Belarus include the use of all available forces and resources, including nuclear weapons, if necessary. On December 6, the relevant agreement was signed in Minsk, as reported by the Kremlin's Telegram channel.

The agreement defines mutual allied obligations to defend sovereignty, independence, constitutional order, territorial integrity, and external borders.

"This includes the use of all available forces and resources. Specifically, this concerns the Russian tactical nuclear weapons located in Belarus at the initiative of Belarus' President Alexander Lukashenko," Putin stated.

Putin flew to Minsk on December 6 to participate in the meeting of the Union State's Supreme State Council and hold discussions with Alexander Lukashenko.

After the collapse of the Soviet Union, Belarus abandoned its nuclear weapons. By November 1996, all nuclear weapons had been completely removed from the country.

In March 2023, Putin announced plans to deploy Russian tactical nuclear weapons in Belarus. This decision was justified as a response to the U.S.'s policy of deploying nuclear weapons in European countries.

In June, Putin confirmed that the first batch of these nuclear weapons had already been delivered to Belarus, and all related activities would be completed by the end of the year.

Russia updated its nuclear doctrine, emphasizing that the primary state priority is deterring aggression against Russia and its allies. According to this doctrine, the use of nuclear weapons is considered if Belarus is threatened or if aggression occurs.

Alexander Volfovich, Secretary of the Belarusian Security Council, stated on December 6 that Lukashenko has his own "nuclear briefcase" and "red button." According to Volfovich, only the President of Belarus can use weapons located in Belarus, while those in Russia can only be activated by the Russian President, Vladimir Putin.
