Vladimir Putin has signed a decree that creates an easier path for foreign specialists and talented individuals from various fields to relocate to Russia. The new rules will come into effect in April 2026.

Russian President Vladimir Putin has approved a decree supporting the relocation of foreign citizens who have achieved notable success in science, industry, sports, culture, or creative sectors. The document was published on the official legal information portal.

Under the decree, starting April 15, 2026, foreigners will be able to apply for the status of individuals “representing interest for Russia.” This status will be available to those who:

have significant achievements in science, sports, production, creative industries, culture, or education;

have contributed to the development of Russia’s society, economy, defense, or security;

possess highly demanded professional skills or unique qualifications.

Earlier, Putin stated that Russia needs a labor force, but the country is specifically interested in attracting the “right” specialists who respect the law and are ready to integrate into society.

Additionally, in 2024 Putin signed a decree simplifying relocation for foreigners who do not support the “neoliberal ideological agenda” of their countries and who align with traditional Russian values.

The new document aims to create a more flexible system for attracting professionals deemed strategically important for the country.
