Shavkat Mirziyoyev Signs Decree on Navruz Celebrations

Within the framework of large-scale reforms carried out in our country, significant work has been undertaken to protect human rights and interests, honor and dignity, improve citizens’ well-being, strengthen an atmosphere of peace, friendship, and harmony in society, and uphold principles of social justice. All of this further enhances the humanistic significance of Navruz — the New Year holiday in the East, which has an ancient history and traditions, and whose inseparable components include tolerance, kindness, and compassion.
For the purpose of celebrating Navruz, whose noble ideas resonate with the historical transformations recently implemented in the New Uzbekistan, as a nationwide festival in all cities and villages across the country at a high organizational level, I decree the following:
Approve the composition of the Organizing Committee for the preparation and celebration of the nationwide Navruz holiday in 2026 (hereinafter — the Organizing Committee) as per the annex.
The Organizing Committee (Aripov A.) shall, within one week:
a) Approve, based on proposals from the Republican Center for Spirituality and Enlightenment, Ministry of Culture, Youth Affairs Agency, Writers’ Union of Uzbekistan, Mahalla Association of Uzbekistan, and the “Nurony” Foundation, the Concept for enhancing the spiritual and educational content of the nationwide Navruz holiday;
b) Approve the program of organizational, practical, cultural, educational, and explanatory events dedicated to the nationwide Navruz holiday in Tashkent, the Republic of Karakalpakstan, and regional centers, as well as in all cities, districts, villages, and settlements, under the slogan: “Glorifying Navruz — Glorifying Humanity!” and ensure its implementation.
To ensure high-level local celebrations and active participation of citizens, special attention shall be given to:
a) Holding effective holiday events reflecting spring renewal, harmony between humans and nature, love and care for the homeland, encouraging citizens to value peaceful and calm life, live with gratitude, and use water and land resources rationally;
b) Explaining the results of fundamental democratic reforms, positive changes in daily life, consciousness, and worldview of people, especially unity and cohesion of our nation, most vividly manifested during Navruz;
c) Considering the enhanced humanistic principles of Navruz this year, coinciding with Ramadan Khait — showing utmost respect to elders, especially WWII and labor veterans, visiting residents of “Mehribonlik,” “Saxovat,” and “Murovvat” homes, citizens registered for social protection who need support, organizing festive meals for them, as well as various charity events with participation of mahalla activists, youth, and women;
d) Implementing measures under the nationwide project “Yashil Makon,” organizing improvement and greening events, “I will plant a tree too” campaigns, and nationwide community clean-ups in all regions, districts, cities, streets, squares, and mahallas ahead of the holiday;
e) Broadly demonstrating the national customs, traditions, and values of different ethnic groups living in the country to strengthen interethnic friendship and harmony in society;
f) Organizing craft exhibitions, competitions in national sports, book displays, agricultural and food fairs at affordable prices, mobile trading points, preparing spring dishes at fairs, and holding various contests during holiday events;
g) Widely covering the history, customs, and traditions of Navruz in all cities and villages through mass media during celebrations;
h) Organizing public festivities at the “Yangi Uzbekistan” complex in Tashkent based on a separate program.
The Ministry of Culture (Nazarbekov O.) together with the Republican Center for Spirituality and Enlightenment (Hasanov O.) and the Writers’ Union of Uzbekistan (Saidov S.) shall develop within one week the program of the main theatrical concert dedicated to Navruz in Tashkent according to the Concept.
The Council of Ministers of Karakalpakstan, regional and Tashkent city authorities:
a) Within one week, develop and approve regional programs for nationwide Navruz celebrations, including:
i) Festive decoration of main squares, streets, and parks;
ii) Preparing celebrations and performances at a high artistic level with local experienced screenwriters, directors, composers, ballet masters, set designers, talented young performers, and folk art representatives;
iii) Conducting region-specific traditional games, performances, exhibitions, and organizing open pavilions for spring dishes.
b) Widely involve qualified creative groups in preparing holiday programs, public performances, and decorating streets and squares;
c) Ensure all events comply strictly with public safety requirements.
Expenses related to the holiday shall be covered:
a) In Tashkent — equally from the republican and city budgets;
b) In Karakalpakstan and regions — from respective local budgets and charitable funds.
Recommend the National Information Agency of Uzbekistan, National Television and Radio Company, “Dunyo” Information Agency, and other media to extensively cover the preparation and celebration of the nationwide Navruz holiday.
Assign control over the implementation of this decree to the Prime Minister of Uzbekistan, Aripov A.N.
