The President expressed gratitude to the host country - Azerbaijan - and emphasized the historical significance of holding the summit on the land of Karabakh, noting that the region is turning into a space of peace and creation. He also warmly welcomed the participation of the interim government of Afghanistan, calling the country "an integral part" of the ECO region.

He paid special attention to the tragedy in Gaza and once again declared the need to create an independent Palestinian state.

In the economic block of the speech, the President of Uzbekistan proposed to adopt the Concept "Strategic Goals of Economic Partnership - 2035," with an emphasis on innovation, artificial intelligence, and digitalization. Among the concrete steps is a proposal to hold a meeting of trade ministers in Tashkent, launch a system of "green corridors" for agricultural products, and approve the "Ecoinvest" program to attract private and international investment.

Mirziyoyev also emphasized the importance of transport connectivity, noting the launch of the China - Kyrgyzstan - Uzbekistan railway and its future connection with the Trans-Afghan corridor. He proposed creating a Digital Transport and Customs Department and holding a forum of national airlines in Samarkand.
In addition, the president initiated the creation of a transboundary "green program" for the greening of desert areas, reminding of the importance of the climate agenda after the COP-29 summit in Baku.

In conclusion, Shavkat Mirziyoyev called for reforming the ECO itself and instructed the High-Level Committee to submit specific proposals before the next summit. According to him, this will strengthen the organization's influence and help it adapt to the challenges of the time.
