Uzbekistan is establishing a Regional Centre for Early Childhood Education Development under the auspices of UNESCO. The decision was approved by Cabinet Resolution No. 446 of August 18, 2026, which entered into force on August 19.

Tashkent to Host UNESCO Regional Centre for Early Childhood Education Development
The centre will operate under the Institute for Retraining Directors and Specialists of Preschool Educational Organisations and Further Professional Development. It will not have the status of a legal entity.

The initiative follows an agreement between the Government of Uzbekistan and UNESCO to establish a Category 2 early childhood education centre in Uzbekistan under UNESCO auspices. The agreement was signed in Paris on March 25, 2026.

The centre’s core responsibilities will include developing regional and international cooperation in early childhood education, conducting joint research into educational programmes and teaching methods used in UNESCO Member States, and contributing to the development and implementation of programmes focused on early childhood development.

It will also monitor implementation of the Tashkent Declaration on Early Childhood Education through 2030 and prepare periodic reports on progress.

Other areas of work will include developing new approaches to retraining early childhood education professionals and organising international training programmes, seminars and conferences.
