Telegram has been sharing IP addresses and phone numbers of criminals with authorities since 2018 as per its privacy policy. Founder Pavel Durov clarified that this process strictly adheres to local laws and only applies to verified legal requests.

Durov emphasized that Telegram has long cooperated with law enforcement in various countries by providing data on dangerous criminals when appropriate requests are made. For instance, in the first quarter of 2024, Telegram complied with 2461 legal requests from India, and similar cooperation occurs in countries like Brazil.

To enhance transparency, Telegram launched the @‌transparency bot, which shows the number of processed data requests. In Europe, the number of legal requests increased due to compliance with the new EU regulations.

Durov reiterated that Telegram’s core privacy principles remain unchanged: while the platform protects activists and ordinary people, it does not allow criminals to abuse its services.
