Distinguished parliamentarians and conference participants! Ladies and gentlemen! I am pleased to welcome you—young parliamentarians boldly stepping onto the political stage with resolute voices and confident stances—to this important forum, and to convey my most sincere and heartfelt wishes.
Welcome to the ancient yet eternally youthful city of Samarkand, a place that has served for millennia as a bridge uniting civilizations, peoples, and ideas!
We view the hosting of such a high-level conference in our country for the first time as a sign of the international community’s high regard for the irreversible democratic reforms taking place in New Uzbekistan.
I am confident that today’s forum—much like the 150th Anniversary Assembly of the Inter-Parliamentary Union held in Tashkent last year—will serve as a platform for the fruitful exchange of views and the promotion of new ideas and innovative initiatives.

This Samarkand international conference is taking place during a challenging period marked by deepening global tensions, rising instability, and an increasing number of conflicts and wars.
It is no secret that climate change, economic inequality, social instability, and a crisis of values are becoming obstacles to the progress of all humanity.
In this context, the theme of this conference—"Ensuring human rights, dignity, and justice for all in times of instability"—is of particular relevance.
Regrettably, more than 500 million children and young people worldwide live in areas affected by armed conflict; one in five of them—and two out of three young women—are deprived of the opportunity to receive an education.
Amidst such challenging circumstances, your emergence on the international stage as some of the world’s most active and purposeful young people is truly admirable.
Dear friends! The "Uzbekistan – 2030" Strategy identifies the well-being of the younger generation and the facilitation of the full realization of young people's knowledge and potential as a priority area of state policy.
Young people make up nearly 56 percent of the country’s population of 39 million, a fact that necessitates a long-term approach and comprehensive solutions.
In recent years, reforms aimed at human capital development have created immense opportunities for the all-round growth and advancement of our youth, enabling them to secure a worthy place amidst global competition.
It is particularly noteworthy that a fundamentally new, targeted, and vertical system for engaging with and supporting youth has been implemented in the country.
It is gratifying to note that the number of young people studying at the world’s top 100 universities has surpassed 3,500, while the proportion of young scientists holding advanced academic degrees has doubled.
Young people account for 35 percent of the entrepreneurial community—further evidence that the younger generation is becoming a driving force of economic development.
The youth parliaments attached to the Legislative Chamber and the Senate of the Oliy Majlis have served as a training ground for future representatives of the people.
The election of nearly 200 young people to representative bodies during the 2024 elections also reflects the renewal of our country's political life.
These achievements are receiving well-deserved recognition from the international community. Notably, Uzbekistan has ranked among the top ten nations worldwide for the accelerated implementation of the United Nations "Youth 2030" Strategy.
Furthermore, Uzbekistan has been recognized as the fastest-developing country in the Global Youth Development Index.
Distinguished ladies and gentlemen! We welcome the adoption, within the framework of the Inter-Parliamentary Union, of the Samarkand Resolution on Youth and Future Generations, which aims to further expand youth participation in state and public governance.
At the same time, I would like to state that we are ready to provide a dedicated platform for studying our best practices and exchanging experience in unlocking the potential of young people.
I would also like to take this opportunity to invite you to the "Dialogue of Generations" International Youth Congress, which will be held in Uzbekistan next year.

In you, we see true friends of New Uzbekistan and ambassadors of solidarity and cooperation.
I am convinced that the meetings and discussions at this conference will take place in an open and constructive atmosphere, and that the documents adopted in Samarkand will serve to strengthen global peace.
