Uzbekistan and the European Union Sign Historic Enhanced Partnership Agreement

A historic Enhanced Partnership and Cooperation Agreement between the Republic of Uzbekistan and the European Union was signed in Brussels in the presence of President Shavkat Mirziyoyev, President of the European Council António Costa, and President of the European Commission Ursula von der Leyen.
On 24 October 2025, a ceremonial signing ceremony of the Enhanced Partnership and Cooperation Agreement (EPCA) between Uzbekistan and the European Union took place in Brussels.
The new agreement updates and significantly expands the legal framework that has governed Uzbekistan–EU relations since 1996.
Negotiations on the document began in February 2019 and were concluded in July 2022, when the draft was initialed in Brussels.
The agreement consists of 9 sections, 356 articles, and 14 annexes, covering nearly all areas of bilateral cooperation — including trade and investment, sustainable development, science, innovation, and climate action.
The signing of this document marks the beginning of a new era in Uzbekistan–EU relations and elevates the partnership to a comprehensive and unprecedented level of cooperation.
