Uzbekistan has begun implementing a national programme to protect workers’ rights and dignity and prevent harassment, violence and discrimination in the workplace. The initiative includes plans for a digital portal allowing employees to report violations anonymously, alongside procedures for reviewing complaints and monitoring follow-up action.

Practical implementation was discussed at an event attended by around 70 representatives of government bodies, international organisations and development partners. Nozimakhon Davletova, adviser to the head of the Presidential Administration and chief coordinator of the Project Office for Human Capital Development, stressed the importance of fostering a culture of mutual respect in every organisation.

“Thanks to the reform initiated by President Shavkat Mirziyoyev, we are creating a mechanism for inter-institutional respect for every person, regardless of whether they are a man or a woman. This should become the norm in every organisation,” Davletova said.

The digital portal, titled “Safe and Respectful Working Environment”, is scheduled to launch by December 2026. It will enable employees to report alleged violations of workplace legislation anonymously.

The programme also provides for training 700 facilitators across the country’s 14 regions. They will train 35,000 employees responsible for human resources management and creating safe working environments in public institutions. Procedures will also be introduced to review employee complaints and track the measures taken in response.

Participants included Supreme Court Chairperson Robakhon Makhmudova, Deputy Prosecutor General Svetlana Artykova, UN Population Fund (UNFPA) Resident Representative in Uzbekistan Nigina Abaszade and UN Resident Coordinator in Uzbekistan Sabine Mahl. They highlighted the need to ensure that legal guarantees work in practice and to strengthen cooperation between government institutions.

The national programme is being implemented under Presidential Resolution No. PP-345 dated 21 September 2026 and Cabinet of Ministers Resolution No. 518 dated 28 September 2026.
