Vance Announces Progress in Talks and Outlines Three Key Issues
US Vice President JD Vance, in an exclusive interview with the British publication UnHeard, reported that a "breakthrough" had been achieved in Ukraine talks in Miami. According to him, the main achievement is that "all issues are now being discussed openly."

However, Vance immediately outlined the central obstacle to peace—the issue of territorial concessions. He confirmed that Russia insists on "territorial control" over Donbas and acknowledged that Ukrainian authorities, while understanding the inevitability of losing part of this region, "view it as a serious security problem."

The Vice President also revealed other difficult topics currently under discussion:

Status of ethnic groups: The future of Russian-speaking residents in Ukraine and Ukrainians in Russia.

Fate of the Zaporizhzhia NPP: An option of joint Russian-Ukrainian control over the plant is being considered, which experts previously called "quite feasible."

Vance emphasized that the negotiations are constructive in nature. His statement followed consultations in Miami on December 20-21, where the Russian delegation was headed by Special Representative of the President of the Russian Federation Kirill Dmitriev. Now the decision to continue the dialogue will be made by Moscow after studying all the proposals.
