In his speech, the head of state noted that in recent years, the principle of "not the people should serve government bodies, but government bodies should serve the people" has been elevated to the level of state policy in Uzbekistan. Reforms focus on ensuring human interests and creating decent conditions for citizens and entrepreneurs.

It was emphasized that without effective public administration, it is impossible to achieve the intended results in any area. Every citizen evaluates the government's performance through the positive changes they experience in their daily lives. Therefore, government bodies must address people's problems in a timely, fair, and systematic manner.

It was noted that red tape and bureaucracy can reduce the effectiveness of reforms and weaken public trust in the government. Therefore, special attention is being paid to the implementation of new and advanced approaches in public administration.

Cooperation with the United Arab Emirates plays a key role in this. In recent years, the partnership between the two countries in public administration has reached a new level. Last November, joint international forums on artificial intelligence and the eradication of bureaucracy were successfully held, and a cooperation agreement on the exchange of best practices in public administration was signed.

The "Quality Public Administration" program was noted among the practical results of this cooperation.

The President of our country emphasized that this program serves to objectively assess the performance of government agencies, identify their strengths and weaknesses, promote best practices, and create a healthy competitive environment.

As part of the program, from January to April of this year, international experts and local specialists assessed the performance, management quality, and leadership abilities of the management staff of 40 national agencies.

At the awards ceremony, the achievements of a number of ministries and agencies were separately recognized.

The Ministry of Justice was recognized as the most exemplary ministry in the implementation of the "Uzbekistan 2030" strategy. It was noted that in a short period of time, the ministry has transformed itself into a modern, open, and digital institution. To date, 380 services have been fully digitized through the launch of 30 platforms, over 780 services have been made available online, and 208 public service centers across the country operate under a unified standard.

The Ministry of Mining and Geology was recognized as the most exemplary ministry in resource management. It was noted that funds allocated to the ministry are effectively directed toward the exploration and development of new deposits, as well as industry development. Water consumption in geological exploration has been reduced by 20 percent, and the localization rate of key mining equipment has reached 84 percent.

The Ministry of Internal Affairs was recognized as the most exemplary ministry for its positive results in providing public services. Ninety-five percent of the nearly 60 services provided by the ministry have been digitized. Previously, 72 databases operated separately have been combined into a single "Safe City" system, which is connected to 14 control centers and over 20 ministries. Last year, over 148,000 administrative cases were reviewed remotely.

Exemplary managers and specialists were also recognized as part of the competition. Maksud Bolibekov, Head of Department at the Ministry of Mining and Geology, was recognized as the most exemplary manager; Fazliddin Muminov, Head of Department at the Ministry of Higher Education, Science, and Innovation, was recognized as the most exemplary administrative employee; Shokhmirzo Umarov, Chief Specialist at the Uzatom Agency, was recognized as the most exemplary specialist; Ummata Yuldosheva, Advisor to the Minister for Poverty Reduction and Employment, was recognized as the most exemplary employee; Akbarkhon Sobirkhonov, Head of Project Office at the Ministry of Higher Education, Science, and Innovation, was recognized as the most exemplary young talented employee; and Mirsaid Rakhmatov, Head of Department at the Ministry of Justice, was recognized as the most exemplary human resources employee.

Deputy Minister of Health Olim Omonov was recognized as the most exemplary deputy minister; Director of the Atomic Energy Agency Azim Akhmedkhodjaev was recognized as the most exemplary agency director; and Chairman of the Committee for the Development of Competition and Consumer Protection Khalillo Turakhodjaev was recognized as the most exemplary committee chairman.

The head of state proposed promoting them one step higher and including them in the management talent pool. It was emphasized that their constant self-improvement, innovative thinking, and implementation of innovative approaches to their work should serve as an example for others.

The president noted that in the next stages, the program will become even more open and demanding. In the future, along with agencies demonstrating good results, organizations lagging behind in terms of efficiency and service quality will also be publicly identified. This will encourage government agencies to objectively evaluate their performance, address shortcomings, and increase accountability to the public.

The "Quality Public Administration" program will now be conducted every two years. Local khokimiyats (mayors) will also participate in the next stage, as the results of the reforms should be felt primarily at the grassroots level—in districts and cities.

The head of state emphasized that creating an effective public administration system that inspires public trust, serves human interests, and makes people's lives easier will remain a priority. It was noted that the main criterion in the activities of ministries and departments should be the principle of working “not for the sake of the process,” but “for the result.”
