Until 2021, 18 October was celebrated as Azerbaijan's Independence Day. However, on the eve of the 30th anniversary of the important date, the Milli Majlis (Parliament) passed a bill according to which Independence Day will be celebrated annually on 28 May (formerly Republic Day), and 18 October will be proclaimed as the Day of Restoration of Independence.

The establishment of the Azerbaijan Democratic Republic, considered the first democratic state in the Muslim East, was announced on 28 May 1918 by the National Council headed by Mammad Emin Rasulzade.

Two years later, the Red Army entered Azerbaijan. Thus, on 18 October 1991, Azerbaijan returned to the historical arena as an independent state.

"Despite the fact that Azerbaijanis lived under the oppression of Soviet rule for 70 years, they never forgot that they had a state that granted equal rights to all citizens, regardless of gender, race, religion and confession. The massacre, which the Soviet army carried out on 20 January 1990 in Baku and other regions of Azerbaijan, completely undermined the confidence of the Azerbaijani people in the USSR and accelerated the processes leading the country to independence," Anadolu writes.

On 30 August 1991, the Supreme Council of Azerbaijan, acting at the time as a parliament, adopted the Declaration of Independence. In September 1991, the Supreme Council discussed Azerbaijan's withdrawal from the USSR.

On 18 October 1991, the Supreme Soviet adopted the "Constitutional Act on the State Independence of the Republic of Azerbaijan" by a majority vote. The document called the USSR an invader and declared Azerbaijan the legal successor of the republic established in 1918.

On 29 December 1991, by decision of the Supreme Council, a referendum was held, at which almost the entire population of Azerbaijan voted in favour of independence.
