Bektemir Business City: Tashkent approves $1.2 billion urban development project

A major urban development project, Bektemir Business City, is planned for Tashkent’s Bektemir district with an estimated cost of $1.2 billion. The project was approved by Tashkent Mayor Shavkat Umurzakov.
The designated areas include sites along Bektemir Avenue in the Bektemir and Abay mahallas, as well as a plot near the Tashkent Ring Road in the Zabardast mahalla. The complex will cover approximately 58 hectares.
The development is planned as a mixed-use urban environment combining apartment buildings, public services, social infrastructure, commercial facilities and entertainment venues.
The project’s customer will be the Directorate for Construction and Operation of Olmazor Business City under the Tashkent city administration. Land plots for individual development projects will be offered to investors through electronic online auctions. Proceeds are expected to finance the complex’s internal infrastructure, including engineering networks and other essential facilities.
Bektemir Business City forms part of a broader urban development strategy for Tashkent in 2026–2027. The city plans to shift from fragmented construction toward integrated master planning and introduce the “15-minute city” concept, bringing essential services within walking or cycling distance of residential areas.
The wider plan also includes expanding the metro network, purchasing electric buses and transforming 100 streets covering 140 km into public and tourist spaces. Sites for multi-level and underground parking facilities with capacity for around 200,000 vehicles are also planned to be auctioned.
Another priority is the modernization of 35 state-owned markets and shopping complexes, while preserving existing jobs and the traditional character of market trade.
