Trump has complained about the costs of supporting Kyiv and expressed a desire to end the war, claiming he could do so "within 24 hours." JD Vance, the vice-president-elect, suggested freezing the conflict along the current frontlines and denying Ukraine NATO membership for an extended period.

"The cost of supporting Ukraine is well known," said Moore. "But the cost of not doing so would be infinitely higher. If Putin succeeds, China will weigh the consequences, North Korea will be emboldened, and Iran will become even more dangerous."

The key argument Britain presents to the incoming Trump administration is linking the war in Ukraine with U.S. concerns about the growing military power of China. It also emphasizes that the arrival of North Korean troops brings authoritarianism from Asia into what was once a European conflict.

Moore's presence in France reflects the political rapprochement between the British Prime Minister and the French President.

Moore stated that Putin's goal was to "test Western resolve" and added that Western intelligence agencies had recently uncovered a dangerously reckless Russian sabotage campaign in Europe.

Moscow has said its demands regarding Ukraine remain unchanged. Earlier this month, the Kremlin said its full-scale invasion of Ukraine in 2022 was the "direct result" of NATO's policy aimed at "creating a staging ground against Russia on Ukrainian soil."

Russia continues to demand the "demilitarization and denazification" of Ukraine, and has previously proposed reducing Kyiv's military to 50,000 troops in peace talks. Russia also claims territorial rights over four eastern and southern Ukrainian provinces: Donetsk, Kherson, Zaporizhzhia, and Luhansk, with only the latter fully occupied.
