The German Union of Towns and Communities has called for billions of dollars of investment by federal authorities to protect German civilians from possible war and to put mothballed bomb shelters back into operation.

The head of the association, Andre Berghegger, stated that security can no longer be considered something obvious.

He also added that it is no longer just about making the Armed Forces defensible. In general, it is about protecting the population from the dangers of war.
