Russian President Vladimir Putin had a telephone conversation with Azerbaijani President Ilham Aliyev. The head of Azerbaijan apologized and expressed condolences over the death of Russian peacekeepers in Karabakh. He promised that all those responsible would be punished.

“It was noted that the most in-depth investigation into what happened will be carried out and that all those responsible will be properly punished. In this regard, the prosecutor general’s offices of the two states are in close contact. The President of Azerbaijan also expressed his readiness to provide financial assistance to the families of the victims,” the Kremlin said in a statement.

During the conversation, which took place at the initiative of the Azerbaijani side, the presidents noted “the importance of the consistent implementation of the agreements reached with the support of Russian peacekeeping forces on the complete cessation of hostilities in Karabakh.” Of particular importance in this regard, according to the Kremlin, are ongoing negotiations between Baku and Stepanakert. The first meeting of representatives of the two sides took place today in the Azerbaijani city of Yevlakh.

The Kremlin statement noted that Vladimir Putin emphasized the importance of ensuring the security of the Armenian population in Karabakh. Ilham Aliyev assured that “the Azerbaijani side is ready to cooperate with Russian peacekeeping forces in these issues.”

On September 19, Azerbaijan launched a “counterterrorism operation” in Nagorno-Karabakh. This lasted one day and ended with the decision of the unrecognized republican government to lay down its arms. The Russian Ministry of Defense reported that the decision to ceasefire was made in agreement with Russian peacekeepers.

On the evening of September 20, the Russian Ministry of Defense reported that a car carrying Russian peacekeepers returning from the Janyatog observation point was fired upon. As a result of the shelling, four Russian peacekeepers were killed.

The editor-in-chief of MIA Rossiya Segodnya, Margarita Simonyan, wrote about five deaths. Today it became known that one of the dead is the deputy commander of the Russian peacekeeping contingent, Ivan Kovgan.

It is noted that in 2020, during the last military conflict in Karabakh, a Russian Mi-24 helicopter was shot down near the Armenian village of Yeraskha. The Azerbaijani government then issued a statement of apology, calling the incident a mistake. Then two Russian soldiers died.
