Europe is entering an era of radical security restructuring. Amid mounting uncertainty regarding the future of NATO, Brussels has officially proposed the creation of a new European Defense Union that would unite not only EU member states but also key non-bloc partners—the United Kingdom, Norway, and Ukraine.

EU Defense Commissioner Andrius Kubilius has initiated a call for a new intergovernmental treaty. In his view, the existing legal framework of the EU is insufficient for creating a fully-fledged military bloc; therefore, the new alliance should be modeled after the Schengen Agreement. The primary goal of the project is to provide Europe with the capacity to defend itself independently. This has become critically urgent as the United States, under Donald Trump, increasingly labels NATO a "paper tiger" and threatens to withdraw from the alliance or impose strict criteria on allies (such as defense spending of at least 5% of GDP).

The concept of a "European army" or deep coordination of defense industries, previously championed by Ursula von der Leyen, is now taking the shape of an emergency "Plan B." While defense formally remains the prerogative of national governments, Brussels is insisting on a sharp increase in spending and production capacities. Experts note that the pivot of U.S. interests toward the Indo-Pacific region and Washington's disagreements with allies over the Iranian issue leave Europe with no choice but to accelerate the construction of its own independent security architecture.
