The deputies of the Kyrgyz Republic's Jogorku Kenesh (parliament) have approved a bill on imposing fines for defamation and insult on the media and the internet in the third reading.

In the final document, it was clarified that the amount of the fine was reduced compared to the amount initially proposed by the authors of the initiative, according to Kaktus.media.

Initially, the bill proposed by the government of the republic intended to introduce a provision in the Code of Offenses regarding "defamation and insult present on media, internet websites, or internet website pages."

At the same time, the fines for violators were supposed to be 100,000 som (1,150 USD) for individuals and 200,000 som (2,300 USD) for legal entities. However, after discussions in parliament, the deputies decided to significantly reduce the penalties.

The fine for individuals: 20,000 som (230 USD);

The fine for legal entities: 65,000 som (747 USD).

It was noted that during the parliament session on December 19, the bill was registered in its final form, with 68 out of 80 deputies supporting it, and four voting against it.

For reference, the Kyrgyz government’s initiative on fines for insults and defamation on the internet was accepted by the Jogorku Kenesh in August of this year. Many public figures emphasized that defamation and insult are not criminal offenses. They also stated that, contrary to the proposal of the bill's authors, it should not be the Ministry of Culture but the courts that are responsible for imposing fines.
