Lavrov: Russia Ready to Provide Written Guarantees of Peace with Europe

Russian Foreign Minister Sergey Lavrov announced that Moscow is ready to formally commit in writing to a pledge of non-aggression toward European countries as part of collective security guarantees. He stressed that Russia has “the political will for peace” and holds no aggressive plans against NATO or EU member states.

Lavrov described the situation in Europe as driven by “militaristic hysteria” and warned that if European nations choose confrontation, Russia is “ready even now.” Nevertheless, he emphasized that Moscow supports mutual, legally binding security guarantees.

According to The Wall Street Journal, the United States has presented European allies with a plan that includes steps to reintegrate Russia into the global economy and restore its energy supplies to Western Europe as part of a potential settlement of the conflict in Ukraine. The plan reportedly sparked intense debate among the U.S. and its European partners.

Lavrov earlier stated that Moscow is awaiting an interim version of Washington’s proposal. He cautioned that removing the “spirit and letter of Anchorage” — the principles previously agreed upon between Russia and the U.S. — would create a “fundamentally different situation” in future negotiations.
