Russian President Vladimir Putin signed a decree titled “On Temporary Measures to Regulate the Stay of Illegal Migrants in Russia.”

According to the decree, migrants residing illegally in Russia must either leave the country voluntarily or legalize their status by April 30, 2025.

The decree outlines the following requirements for migrants who wish to legalize their status:

submit personal biometric data or undergo identification based on biometric data;

undergo a medical examination to confirm they do not use narcotic or psychotropic substances and are not infected with HIV or other infectious diseases from the relevant list;

pass an exam on the Russian language, history, and legislation;

voluntarily pay off debts for mandatory fees;

ensure there are no grounds for denial of a patent, work permit, temporary residence, study, or residency permit, and meet other requirements.

The law will take effect on January 1, 2025.

In 2024, several laws strengthening migration policies were adopted in Russia. According to one of them, a migration regime for deportation will be introduced starting February 5, 2025. The Ministry of Internal Affairs will have the right to expel illegal migrants without a court decision.
