Mirziyoyev Expressed Absolute Dissatisfaction with the Activities of the Anti-Corruption Agency

Under the chairmanship of President Shavkat Mirziyoyev, an expanded meeting of the National Council for Combating Corruption was held, focusing on the effectiveness of anti-corruption measures and future priority tasks. During the meeting, it was noted that instead of analyzing specific sectors, identifying problems, and proposing solutions, the agency’s staff had turned into mere statisticians who simply count the number of criminal cases initiated.

The agency’s leadership had not investigated corruption-prone districts, such as healthcare departments, employment offices, or bank branches, nor had it proposed solutions based on modern systems. The heads of these sectors were also criticized for their weak efforts in eliminating corruption from their own structures.

Following the president’s directive to strengthen control over investment programs, a total of 3 trillion soums were saved last year. In the healthcare system, thanks to the launch of the "Situational Center," 1.2 trillion soums in unnecessary expenditures were prevented in 2024.

"But why should these measures only start being implemented after the president issues instructions?" the head of state questioned.

It was noted that parliamentary budget committees lacked initiative in identifying corruption risks and implementing changes in the three ministries receiving the largest budget allocations.

Additionally, the Prime Minister was instructed to dismiss 117 heads of internal anti-corruption control departments across ministries and agencies and replace them with honest, dedicated, and professional personnel with clearly defined responsibilities.

Regional compliance officers in ministries will now be appointed directly by the minister, who will bear personal political responsibility for corruption within their system.
