Free Trade Regime Introduced Between Uzbekistan and Turkmenistan

As of February 25, 2025, a free trade regime has been introduced between Uzbekistan and Turkmenistan. This initiative was approved by a decree of the President of Uzbekistan on January 27, 2025.

According to the Ministry of Investments, Industry, and Trade (MIIT), the bilateral procedures necessary for the enforcement of the protocol "On Exceptions to the Free Trade Regime" to the Agreement "On the Main Directions of Long-Term Trade and Economic Cooperation Between the Governments of Uzbekistan and Turkmenistan," signed on July 16, 2024, have been completed.

In 2024, trade turnover between the two countries amounted to $1.14 billion, an increase of 5.5% compared to the previous year.

With the introduction of the new regime, customs duties on goods produced in both countries have been abolished—except for certain types of products—existing restrictions on mutual trade have been eliminated, and trade procedures have been simplified.

For instance, customs duties on the following goods imported into Turkmenistan have been abolished: local cement products (100%), textile fabrics (50%), furniture (50%), glass containers (50%), water heating boilers (15%), plastic and polypropylene products (10%), sausages and meat products ($2 per kg), and cottonseed oil ($1 per kg).

The application of the duty-free trade regime will lay the foundation for expanding cooperation in the investment sector and developing industrial cooperation, leading to an increase in mutual trade turnover between the two countries.

The Ministry of Investments, Industry, and Trade, together with relevant ministries and agencies, will carry out systematic work to ensure the effective use of the free trade regime for exporting domestic products to the Turkmen market.
