New Opportunities and Incentives Introduced for Land Use in Agriculture

By the decree No. PQ-131 signed by the President of Uzbekistan on March 28, 2025, a number of new measures have been established to promote effective land use in agriculture and increase agricultural production. This decree introduces new procedures for leasing agricultural lands, starting from March 11, 2025.

The deadline for announcing notifications for electronic online auctions for land leases has been shortened. Now, this deadline is reduced from 15 days to 5 days, and for repeat auctions, it will be reduced from 5 days to 1 day. Repeat auctions will only be held if only one applicant submits a bid, who will be granted the right to buy the lot at the announced price. In each repeat auction, the price of the lot can be reduced by 10 to 20 percent.

Starting from April 1, 2025, the option to pay for land lease in installments will be abolished. Now, all payments must be made in full within 15 business days. No discounts will be provided to those who fail to make payments on time.

In 2025-2026, on average, 10-20 percent of lands will be auctioned with the condition of sowing fodder crops for livestock. This, in turn, will begin a new phase of effective land use in agriculture.

Before the decree comes into effect, additional payments or lease payments for previously issued land under lease agreements will be evenly distributed. If the lease period has expired and there are outstanding debts, these issues will be resolved based on a new contract.

(a) If lessees are struggling to fulfill their obligations, their land rights may be transferred to another person (or re-leased) under a tripartite contract involving the district governor.

(b) For citizens who won open electronic tenders held from January 1, 2022, to April 15, 2023, and who are included in the “Iron Register,” “Women’s Register,” or “Youth Register,” the amount of additional payments will be equal to the normative value of the land. For other citizens, this amount will be four times the normative value.

The payment amounts have been reduced to four times the normative value. Currently, the issues of 391,881 farmers are being resolved.
