In 2025, a Presidential Decree titled "On Measures to Further Improve the Efficiency of the System for Ensuring a Safe Environment and Early Prevention of Offenses in the Republic’s Mahallas" was adopted.

According to the decree, the priority task for responsible agencies and institutions in 2025 is designated as "Early Prevention of Offenses in Every Mahalla."

Additionally, roadmaps aimed at preventing offenses and a targeted action program to create a safe environment and improve the efficiency of the early prevention system in the republic’s mahallas in 2025 were approved.

To oversee the implementation of the Program and the roadmaps on offense prevention, a Republican Interdepartmental Coordination Working Group will be established under the General Prosecutor's Office.

From now on, scientific organizations and educational institutions will conduct studies based on scientific approaches in mahallas where crimes have been committed.

District (city) sector heads, chiefs of the National Guard’s security services, and deputy heads of internal affairs bodies will each be assigned specific mahallas with high crime rates by name in 2025.

The performance of the responsible parties will be critically reviewed: monthly under the chairmanship of the Minister of Internal Affairs, quarterly under the General Prosecutor, and semi-annually under the Prime Minister. Additionally, information on each mahalla will be regularly reported to the President.
