President Shavkat Mirziyoyev reviewed a presentation on the organization of the Ministry of Education and Science’s activities, as well as the priority tasks facing all stages of the education system.

A recent Presidential decree reorganized the Ministry of Preschool and School Education and the Ministry of Higher Education, Science and Innovation into a unified Ministry of Education and Science. The goal is to create an integrated system of education, upbringing, and science; improve the quality and effectiveness of education; and elevate human capital development to a new level.

The new ministry is tasked with ensuring continuity across all levels—from preschool to higher education—and scientific activity, as well as establishing a unified management approach for the system. Key priorities include aligning educational content with modern requirements and labor market demands, fostering competition, expanding private sector participation, and increasing the sector's accountability to the public.

The presentation addressed the organization of the new ministry's activities, taking into account the actual situation on the ground, the elimination of overlapping functions, and the strengthening of accountability among regional units. It was noted that the digitalization of management and enhanced analytical capabilities would enable data-driven decision-making.

Regarding preschool education, attention was focused on the comprehensive development of children, the updating of curricula and teaching methods, and the professional development of educators. Proposals were also presented for the early identification of children's interests and abilities and the creation of modern facilities in educational institutions.

In the realm of school education, discussions covered the updating of textbooks, the systematic development of students' knowledge and practical skills, and the improvement of assessment systems. Proposals included using artificial intelligence to provide methodological support to teachers, piloting English-language instruction in select schools, and expanding private sector involvement.

In the vocational education sector, special attention was paid to identifying young people's interests early on, aligning technical college curricula with labor market demands, and strengthening their infrastructure and material-technical base. Discussions focused on expanding dual education in partnership with enterprises, as well as implementing international programs and modern teaching materials.

Regarding higher education, proposals were made to increase university autonomy and improve the quality of management and leadership accountability for outcomes. Participants also discussed fostering cooperation with leading foreign universities, aligning education with industry needs, and strengthening students' practical training.

In the scientific sphere, attention was directed toward developing research clusters and strengthening collaboration among universities, laboratories, and enterprises. Proposals were presented for translating research findings into practice and using them to create new products and enterprises.

During the presentation, the President emphasized that all levels of the education system—from kindergarten to university—must function as a unified vertical structure, with particular importance placed on ensuring continuity between schools and universities. At every stage, it is essential to improve educational quality, instill national and universal human values in children, and incorporate these values into both the educational process and scientific activities. Special emphasis was placed on the practical application of research findings. It was noted that university rectors must possess a clear vision and development plan for their institutions covering both the short and medium term.

Officials responsible for these areas were instructed to thoroughly refine the submitted proposals.
