Central Asian states have finalized a mechanism for mutual recognition of higher education diplomas. On November 12, Kazakhstan approved a resolution endorsing the intergovernmental agreement, which stipulates recognition of degrees issued by accredited and legally operating universities across the five republics.

The recognized diplomas will be valid for employment, internships, and further education in other countries of the region. However, a specialist’s qualification must meet shared higher education standards. If substantial differences in requirements are identified, a country may refuse to recognize a foreign diploma.

The agreement introduces different approaches among participating states. Uzbekistan, Kyrgyzstan, Tajikistan, and Turkmenistan agreed to accept diplomas from any regional universities. Kazakhstan, however, will recognize only degrees from universities ranked within the top 1000 globally.

There is currently no official confirmation that the remaining Central Asian states have already approved the agreement at the national level.
