The agreements were reached during a meeting between Abdulaziz Akkulov, Chairman of the Tourism Committee of the Republic of Uzbekistan, and Mohammad Abunayyan, Co-Chairman and Co-Founder of the Uzbek-Saudi Business Council. The parties noted the positive outcomes of institutional reforms in the Uzbek tourism industry and discussed expanding the geography of regular air services. Citing the experience of Azerbaijan as a successful benchmark for scaling tourist flows, the Saudi side emphasized the critical need for parallel development of premium local infrastructure.

The new program places a special emphasis on the Umrah Plus concept, which will enable combining pilgrimage tours with classical leisure travel. The authorities intend to actively promote summer, winter, and ecological tourism, including the organization of camping and hunting itineraries within Karakalpakstan. Furthermore, Uzbekistan will deploy a large-scale PR campaign on global platforms, featuring a national pavilion at the iconic Riyadh Boulevard and comprehensive preparations for the EXPO 2030 world exhibition in Riyadh. The talks culminated in the signing of a definitive "Action Plan for 2026–2027."
