If the migrant lacks the funds for departure, the bill proposes that the deportation be carried out at the expense of the diplomatic or consular office of their home country. Slutsky emphasized that "only specialists who have taken the time to learn our language and history should come to us."

He also noted that migrants should be ready for cultural integration, with language playing a key role. Slutsky pointed out cases of fake Russian language and history exams and stressed the need to tighten control over certifying organizations.
