Russia's Prosecutor General Seeks to Put the Taliban on the "White List"

The Prosecutor General's Office of Russia has filed a lawsuit with the Supreme Court requesting the suspension of the ban on the Taliban movement's activities. The court session is scheduled for April 17.
The Russian Prosecutor General's Office has submitted a claim to the Supreme Court to lift the ban on the Taliban movement, which is officially recognized as a terrorist organization. This was reported by the Interfax news agency on Monday, March 31, citing a court statement.
Court representatives clarified that the hearing on this matter is set for April 17 at 14:00 and will be held behind closed doors.
Putin Signs Law Allowing the Taliban to Be Removed from the List of Banned Organizations. At the end of December 2024, Russian President Vladimir Putin signed a law allowing the Taliban movement to be removed from the list of banned terrorist organizations. According to the document, if the organization has ceased activities related to the promotion, justification, and support of terrorism, the court may lift the ban at the request of the Russian Prosecutor General.
For reference, there was previously no mechanism in Russia for removing organizations from this list.
In early October 2024, the TASS news agency, citing Russia's special presidential envoy for Afghanistan, Zamir Kabulov, reported that the Russian authorities had already made a "high-level" decision to remove the Taliban from the list of terrorist organizations.
"This is not a matter of mere desire; a fundamental decision on this issue has been made by Russia’s top leadership. However, all processes must be conducted within Russia's legal framework," Kabulov told journalists at the time.
The Taliban movement has been recognized as a terrorist organization in Russia since 2003. In August 2021, after the withdrawal of U.S. troops from Afghanistan, the Taliban took control of the country. Since then, Taliban representatives have regularly visited Russia.
