In Uzbekistan, the authority of the Security Service personnel under the Ministry of Internal Affairs has expanded significantly. They will now perform functions not limited to facility protection, but extending to the active maintenance of public order. According to sweeping legislative amendments, law enforcement officers have received the official right to independently review cases and impose fines for a comprehensive directory of minor domestic and administrative offenses. This decision is aimed at reducing the burden on courts and ensuring that punishment for petty offenses is immediate.
In Uzbekistan, personnel of the Security Service under the Ministry of Internal Affairs have been authorized to process cases regarding a range of administrative offenses. The corresponding updates to the Code of Administrative Responsibility were enacted via Law No. ZRU-1146 on May 19, 2026.
Heads of security services and their deputies are now empowered to penalize public consumption of tobacco and alcohol, littering in unauthorized locations, domestic noise violations, and involving minors in antisocial behavior. Directly, officers of the security units received the right to try cases involving petty hooliganism, petty theft, carrying cold weapons, violating firearm usage regulations, and the dissemination of unlawful religious materials.
