The EU is also introducing a ban on transactions related to ports and locks owned, operated, or controlled by listed individuals and entities, which may be used for the transfer of Iranian UAVs, missiles, or their related technologies and components to Russia.

The Council has introduced restrictive measures against one individual and four entities in relation to Iran's support for the transfer of missiles and drones to Russia.

Among those listed are the Islamic Republic of Iran Shipping Lines (IRISL) and its director Mohammad Reza Khiabani. IRISL is Iran’s national maritime carrier, and for years, its vessels have been involved in shipping drones on behalf of Iran’s Islamic Revolutionary Guard Corps Navy, which is listed by the EU.

The Council has also listed three Russian shipping companies – MG Flot, VTS Broker, and Arapax. Their vessels are involved in transporting Iranian-made weapons and ammunition, including UAV components, across the Caspian Sea to resupply Russian troops fighting in Ukraine.
