By the Decree of the President of Uzbekistan dated May 30, 2025, a new Agency for Forest Development, Increasing Green Zones, and Combating Desertification is being established. The Agency will become the coordinator of the large-scale national project "Yashil Makon."

The new Agency will be established on the basis of the Forestry Agency under the Ministry of Ecology, Environmental Protection and Climate Change. It will be granted the authority to maintain state forest records, forest cadastre, coordinate measures to expand green zones, and combat desertification and land degradation.

Among the tasks of the new body are:
  • development and implementation of state programs for the protection, restoration, and rational use of forests;
  • development of seedling and seed production networks, implementation of in vitro laboratories and seedling certification systems;
  • implementation of digital solutions, including the Smart Forestry platform;
  • implementation of the national project "Yashil Makon," control over the planting of trees, their accounting and protection;
  • attracting international experts and financing;
  • strengthening the investment attractiveness of the industry.

According to the decree, from November 1, 2025, forest fund lands will be transferred to special protection, and their category can only be changed by a decision of the President.

"Yashil Makon" project: new stages

From October 1, 2025, the "Yashil Makon" platform will contain:
  • coordinates of the areas recommended for tree planting;
  • information on care, types of trees;
  • accounting of all cases of illegal felling and data on persons requesting permission to remove trees.

Also planned:
  • increase the volume of seed production by 1.5 times;
  • to increase the supply of seedlings from forestry enterprises by 2 times;
  • create maternal plantations by region.

The project is financed from the state budget. In 2025, an additional 100 billion soums will be allocated.
