The document also prioritizes the development of pilgrimage and cultural tourism, the expansion of modern service infrastructure and implementation of the Bukhara 24/7 concept. Other priorities include improving education, digitalizing healthcare, reducing poverty, advancing information technologies and modernizing transport and engineering infrastructure. A key innovation of the strategy is the introduction of a functional territorial development model that assigns specialized economic roles to individual cities and districts.
