They were punished by the United States for their involvement in the sexual and physical abuse of children in orphanages, as well as involvement in human trafficking. Yulduz Khudaiberganova, Anvar Kuryazov, and Oybek Masharipov used their positions as state employees to engage in physical violence, sexual assault, and human trafficking of children in orphanages.
At that time, Khudaiberganova was the director of a state-run orphanage, Masharipov was the head of the Department of Justice of the Khorezm region, and Kuryazov was the head of the district's Department of Emergency Situations. Khudayberganova forced at least three underage girls to have sex with at least six different men and received money and other rewards in return.
Khudaiberganova used various coercive methods, including physical beatings, threats, starvation, and isolation from peers, to ensure the girls' obedience. Masharipov and Kuryazov demanded sexual relations with children in return for "gifts" to the orphanage.
Kuryazov and Masharipov visited the orphanage several times and indulged their sexual desires towards young girls. They were involved in the sexual exploitation of underage girls for at least 10 months.
The US government has made the fight against gender-based violence and human trafficking one of its top priorities. These actions are aimed at stopping the abuse and exploitation that took place in orphanages in particular. Top US officials are calling for accountability for government officials who perpetuate this type of violence.
