Dear forum participants! First of all, I am sincerely pleased to welcome you, dear friends, to the ancient and eternally youthful city of Samarkand – one of the most ancient centers of Turkic civilization. Undoubtedly, holding this meeting in the capital of the state of Sahibkiran Amir Temur, who was always guided by the principles of justice, during the widespread international celebration of the 690th anniversary of the great commander's birth, lends the forum a special solemnity. The Organization of Turkic States, whose role and authority are steadily growing in the global community, is today of vital importance in strengthening Turkic unity and development, which fills our hearts with feelings of immense pride and admiration.

Dear friends!

Ensuring the rule of law, effective governance, and the protection of human rights occupy a special place in the activities of the Organization of Turkic States. Particularly in the current complex situation, when the geopolitical map of the world is undergoing fundamental changes and the scale of contradictions and conflicts continues to intensify, joint discussion of these issues and the search for effective solutions in this area are of utmost importance.

We certainly place great hope in the Judicial Councils to ensure justice and the rule of law in the lives of our countries, protect human rights, and build a strong judiciary.

It is from this perspective that I am convinced that the issues included in the agenda of today's meeting will define new directions for the Councils' future work.

In particular, the expected signing of a Memorandum of Understanding on General Principles of Judicial Ethics in Member States at the forum will contribute to strengthening the common historical and legal traditions of the Turkic peoples and the unity of common moral criteria between judicial systems.

This important document, while emphasizing the importance of internationally recognized standards of judicial conduct, also provides for a respectful attitude toward national legal traditions.

It is worth noting that at the Forum of Justice Academies held in Tashkent on May 6 of this year, an international document was adopted concerning minimum standards for the organization of the educational system of Turkic states in the judicial and legal sphere.

It is particularly noteworthy that this document aims to introduce a new and universal system of judicial training in our countries.

Dear participants of the event!

I am confident that at the Samarkand meeting, you will achieve significant results towards such noble goals as ensuring the rule of law and protecting human rights – priorities for all our countries.

Most importantly, such forums undoubtedly serve to further strengthen the strategic partnership between our states, the close friendship and fraternal ties between our peoples, and enhance the authority, influence, and status of the Turkic world in the international arena.

Once again, I congratulate you on your participation in this event and wish you great achievements in your extremely honorable and responsible work, good health, and success in the work of the forum.
