Tokayev Proposes Astana as a Global AI Cooperation Hub

Kazakhstan and China have agreed to expand their strategic cooperation with a focus on artificial intelligence, the digital economy, trade, and investment. The new agreements were reached during talks between President Kassym-Jomart Tokayev and Chinese President Xi Jinping, as well as on the sidelines of the World Artificial Intelligence Conference.
President Tokayev noted that political dialogue between the two countries has intensified significantly in recent years, bringing bilateral relations to a new level. China remains Kazakhstan's largest trading partner, with bilateral trade reaching $49 billion last year, while total Chinese investment in Kazakhstan has amounted to $30 billion. More than 8,500 Chinese companies are operating in the country across industry, energy, petrochemicals, engineering, and agriculture. Humanitarian ties are also expanding, with more than one million Chinese citizens visiting Kazakhstan in 2025.
Xi Jinping stated that bilateral relations have reached a high level while retaining considerable potential for further growth. The two leaders reaffirmed their commitment to close cooperation within the UN, the Shanghai Cooperation Organization, the Conference on Interaction and Confidence Building Measures in Asia, and the Central Asia–China framework. They also signed a 2027–2030 Trade and Economic Cooperation Program and Roadmap.
Addressing the World Artificial Intelligence Conference, Tokayev endorsed the concept of "AI for Good, AI for All," stressing that technological progress should benefit all humanity. He highlighted Kazakhstan's adoption of an Artificial Intelligence Law, a Digital Code, and the Digital Kazakhstan – 2029 strategy, while noting that the current year has been declared the Year of Artificial Intelligence.
The President also proposed holding the inaugural session of the World Organization for Cooperation in Artificial Intelligence in Astana and establishing its Central Asian regional office in Kazakhstan. He emphasized that the sustainable development of AI requires an integrated approach combining technological innovation, legal regulation, and international cooperation.
