The United States has announced a broad campaign against the International Criminal Court (ICC), saying it will use diplomatic, political, and economic tools to limit the court's activities. According to the US administration, the initiative is aimed at preventing the ICC from exercising jurisdiction over American citizens and government officials.

US Secretary of State Marco Rubio said the ICC poses a threat to US sovereignty and has exceeded its original mandate. In a public video statement and an opinion article, he pledged that Washington would use every available diplomatic instrument to counter the court's activities.

The US State Department said the new strategy could include additional sanctions and coordinated efforts to encourage partner countries to reconsider their participation in the Rome Statute and end financial support for the court. Particular attention will be given to countries that receive US assistance while continuing to cooperate with the ICC.

Washington also reiterated that it does not recognize the ICC's jurisdiction over US citizens. The United States has never ratified the Rome Statute and maintains that American military personnel and government officials should not be subject to the court's proceedings.

The announcement drew criticism from international legal experts and human rights organizations, which warned that such measures could weaken the international criminal justice system and complicate efforts to prosecute war crimes. Supporters of the US position, however, argue that every sovereign state has the right to determine the extent to which international judicial mechanisms apply to its own citizens.

Established under the 2002 Rome Statute, the International Criminal Court has jurisdiction over crimes committed on the territory of, or by nationals of, states that are parties to the treaty. The United States is not a member of the court.
