Uzbekistan has approved an official list of medical conditions that allow drivers and passengers to travel without wearing a seatbelt.

The Ministry of Health of Uzbekistan has approved a list of diseases and medical conditions under which wearing a seatbelt is not possible for health reasons. The document was developed in line with the Road Traffic Rules and approved by Ministerial Order No. 29 dated December 24, 2025.

The list includes 20 conditions, such as bone fractures, severe cardiovascular and respiratory diseases, lung disorders, post-surgical conditions, significant physical limitations, and short stature.

Citizens diagnosed with these conditions are allowed not to wear a seatbelt provided they have a valid medical certificate. The certificate is issued electronically with a QR code through the “Electronic Healthcare” system by a primary healthcare facility or the medical institution where treatment was received.

The certificate may be issued for up to one year or on a permanent basis, depending on the medical condition.

Under traffic regulations, drivers and front-seat passengers are required to wear seatbelts if the vehicle is equipped with them. Exceptions apply to children under 12, pregnant women, and individuals who cannot use a seatbelt due to medical reasons.

The fine for driving without a seatbelt is set at half of the basic calculation value — 206,000 Uzbek soums.
