Turkish Foreign Minister Hakan Fidan announced that Russia and Ukraine have reached a “principled agreement” to hold a summit involving Vladimir Putin and Volodymyr Zelensky in Türkiye. He stated that the conditions for such a meeting were discussed during the third round of Russian-Ukrainian negotiations held in Istanbul on July 23.

According to Fidan, much work remains to be done by both delegations to finalize the details, but the agreement in principle is a positive development. He expressed confidence that continued discussions could lead to a “provisional solution.”

The minister emphasized the serious regional and global consequences of the Russia-Ukraine war. “It is a complex and costly war, one in which everything is used — except nuclear weapons,” Fidan noted.

Following the third round in Istanbul, head of the Ukrainian delegation Rustem Umerov said Kyiv had proposed holding the leaders' meeting by the end of August. He added that if Russia responds positively, it could demonstrate its constructive approach to the world.
