By a government decree dated February 21 of this year, the "Regulation on Ensuring Social Protection for Victims, Witnesses, and Other Participants in Criminal Proceedings" has been approved.

A one-time allowance will be paid to witnesses and victims
The regulation establishes the procedure for granting and paying a one-time allowance aimed at ensuring the social protection of victims, witnesses, and other participants in criminal proceedings.

The National Social Protection Agency has been designated as the body responsible for implementing social protection measures.

The grounds for applying social protection measures to a protected person in connection with their participation in a criminal proceeding include:

death;

bodily injury or other harm to health resulting in disability;

bodily injury or other harm to health not resulting in disability;

material damage.

The amount of the one-time allowance is determined as follows:

In the event of a person’s death, each family member receives an equal share of 100 times the BRV (Base Calculation Value);

In the event of bodily injury or other harm to health resulting in disability, depending on the disability group:

Group I — 80 times the BRV;

Group II — 70 times the BRV;

Group III — 50 times the BRV.

If bodily injury or other harm to health does not result in disability, the allowance is determined based on the conclusion of a forensic medical examination:

▪️ Severe degree — 35 times the BRV;
▪️ Moderate degree — 35 times the BRV;
▪️ Mild degree (causing short-term health deterioration) — 25 times the BRV.

The decision (resolution) to apply social protection measures must be executed by the responsible authority within 10 days from the date of receipt.

The one-time allowance is not subject to taxation and cannot be withheld.

This decree will come into force on April 1, 2025.
