CIA Chief Visits Moscow as Kremlin Confirms Intelligence Contacts, but No Meeting with Putin

CIA Director John Ratcliffe made an unannounced visit to Moscow on August 25. The Kremlin confirmed that the trip involved contacts between Russian and U.S. intelligence services, while stating that Ratcliffe did not meet with Russian President Vladimir Putin.

The visit was first reported by U.S. media. It had not been officially announced in advance, but open-source Flightradar24 data tracked a U.S. military transport aircraft arriving in Moscow. The Washington Post reported that the aircraft remained in the Russian capital for about eight and a half hours.
Russian presidential spokesman Dmitry Peskov said Ratcliffe had traveled to Moscow for “contacts between the security services.” The Kremlin did not disclose what was discussed during the talks. According to Reuters, Peskov also said that President Vladimir Putin had been promptly briefed on the outcome of the contacts between the CIA director and Russian officials.
The trip marked the first publicly known visit by a CIA director to Moscow since November 2021, when then-CIA Director William Burns met with Putin.
Several U.S. media outlets placed Ratcliffe’s visit in the broader context of U.S.-Russia relations, the war in Ukraine and tensions surrounding Iran. Financial Times and Axios reported that Washington had informed Kyiv in advance about the U.S. delegation’s trip and asked Ukraine to limit attacks on Russian regions during the visit. Those reports, however, have not been officially confirmed by either the Kremlin or the CIA.
