Uzbekistan Launches “Uzbekistan Without Bureaucracy” Public Initiative

Uzbekistan’s Agency for Strategic Development and Reforms has launched the “Uzbekistan Without Bureaucracy” public initiative. From September 21 to November 20, 2026, citizens and businesses can report bureaucratic barriers and propose practical solutions.
The initiative is part of the “Eliminating Bureaucracy — 2030” programme, approved on November 28, 2025. Its targets include reducing the functions of government bodies by 30%, cutting business requirements by up to 20%, and increasing the share of electronic public services to more than 90% by 2030.
In recent years, the volume of public services has increased tenfold to more than 61 million, with 80% delivered online. In 2025 alone, more than 2,000 mandatory requirements related to business were abolished.
At the same time, government bodies still have 5,650 functions, more than 42,000 mandatory requirements regulating businesses, and 1,041 public services. The new initiative seeks to identify excessive procedures and barriers based on the actual experience of citizens and entrepreneurs.
Proposals can be submitted through the murojaat.byurokratiyasiz2030.uz platform. Applicants should describe the problem, its consequences and losses of time or resources, and provide a practical solution, along with supporting evidence where available.
Sector experts will assess the submissions, while approved proposals will be implemented in practice. Selection results and statistics will be displayed in real time. The initiative is expected to produce a map of key bureaucratic processes, proposals for regulatory changes and digitalization of public services, while priority ideas will be included in the annual plans of the “Eliminating Bureaucracy — 2030” programme.
